He's one of the most infamous Capita TV Licensing employees out there, having featured in no less than three previous video encounters.
Over the past couple of years we have seen Bale point blank deny being a TV Licensing goon, strike out at the occupier of an unlicensed property and sniff around back yards. We have also heard many more stories in the background, but they're for another day.
TV Licensing, as regular readers of our blog, know all about Bale's past antics, but in the finest traditions of BBC blind-eye turning turning they continue to let him loose on the streets of Northern Ireland.
Today's video is an absolute corker not for Bale's actions, but for the occupier's dialogue with him.
Silver-haired Bale knocked at the door and the occupier, quick as a flash, had the camera rolling. The occupier was very quick to tell Bale to leave his property, but in characteristic fashion Bale thought he'd trespass for a while longer.
Bale asked the occupier "aren't you going to ask who I am?" to which the occupier replied "I know who you are. I even recognise you. Bale isn't it?!"
It's just as well the occupier did recognise Bale, because contrary to TV Licensing rules he made no attempt whatsoever to show his ID card.
Remember folks: A TV licence is only needed for those properties where equipment is used to receive TV programmes. Anyone who doesn't need a TV licence is under no legal obligation to communicate or co-operate with TV Licensing at all.

This guy is so vile!! I need a shower, I feel dirty just watching videos of him!!
How is it that these people never learn?! You'd think that after a few visits like this that someone like Beale would look for another job. But, no. He keeps on coming back for more. Like anything will ever change.
I wrote to the licencing authority 2 years ago telling them I no longer had a tv and wanted a refund on the unexpired portion of the licence. They wanted to see a final utility bill or a death certificate. I did point out I was not dead and hadn't moved, and eventually got my money back. Now 2 years on, they are again hassling me
to confirm I still have not got a tv. You opt in to the tv licencing system, I have opted out and don't see why I should continue to tell them what I have already told them.
