RIPFA was intended for use by the security services and police. This supposed 'anti terrorism' legislation is being abused in other places by other agencies (eg. by local authorities in respect of suspected tax evasion). There is supplementary legislation - the Regulation of Investigatory Powers (BBC) Order 2001 - governing that specific situation.
