If you don't watch or record live T.V or radio or use services such as BBC iplayer in your own home. Then you do not need a T.V license AT ALL. I recently had one of these guys tell me that I had to have a license "by law" simply because my computer monitor was capable of receiving a live T.V signal. When I showed him that neither my Computer or monitor had a T.V Tuner card installed he replied by saying "Watch out, we're changing the law to deal with people like you". They visit me every few months and most are decent people trying to do a difficult job, others are complete scumbags. If you know your rights you don't have to worry about either one.
