For, example the BBC commissioned Harris to ask people why they paid the licence fee. The replies included:<br /><br />14% - “to watch TV” <br />31% - because “it’s the law” or “because it’s illegal not to” <br />23% - “because they have to”. <br /><br />https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/445844/_45__2015_04_24_-_BBC_RESPONSE_TO_CONSULTATION.pdf<br /><br />In other words, compulsion is the major factor in buying a TV Licence. Without compulsion, millions of people would quite happily not pay for the BBC.
